UK: permission to demonstrate

A resident of Brightlingsea, the site of demonstrations against the export of live animals, wrote to the Guardian that all residents had been informed by the police that only one demonstration a month would be allowed and that: "Each person wishing to attend this procession will have to fill out an application form each time. Everyone whose name is on the form will be held responsible for anyone else's actions".
