Examines the record of the Police Complaints Authority, which
still continues to attract criticism from both public and the
police after six years of operation. Confidence in the efficacy
of its supervisory system is at a low ebb, and, in London
especially, lawyers are now advising their clients to bring civil
damages against the police rather than use the complaints
procedure. Argues that the structure is fundamentally flawed and
that only by setting up a truly independent complaints system can
the public's confidence be restored. 12 references.
