Following the deaths of several workers on the Channel Tunnel
project, questions why the Health and Safety Executive is so
reluctant to prosecute companies despite having the necessary
powers and issuing numerous reports concluding that most deaths
are the fault of management. Discusses the circumstances of the
tunnel deaths, and argues that a police investigation similar to
that which took place after the sinking of the `Herald of Free
Enterprise' is called for. Also points out the marked reluctance
of the Crown Prosecution Service to prosecute company directors
not directly involved in incidents, which was noticeable even in
the P&O case.
