The Rehabilitation of Offenders Act 1974 was designed to help ex
offenders to go straight on release from prison or detention.
During its passage through Parliament, the bill was redrafted and
now contains too many exemptions and is difficult to enforce. Its
intention was to wipe criminal records off the record after a
period without re-offending. Some jobs are exempt and this
effectively bars offenders. Information is still available from
the police. Vetting for criminal records will soon be mandatory
in the voluntary sector as well as in the caring professions.
There should be a system for indicating spent convictions.
