Discusses the increasing use of the police caution for adult and
young offenders as a means of reducing the burden on the courts
and the chances of recidivism among trivial and
first time offenders. Emphasises the importance of careful
control of the cautioning system to ensure consistency and
comments on the guidelines issued by the Home Office in June
1984. Concludes by calling for further research on the
effectiveness of the caution as a means of diversion. 16
