Examines newspaper representation of crime where race is an
issue and suggests that there has been a convergence of the two
themes leading to the pervasive image of the `black mugger' in
the popular press. Concludes that this convergence is related to
changing definitions of race and racial problems in society, and
to developments in government policy and police actions in this
