Last of five articles on the recent White Paper on public order
which criticises the failure of the government to distinguish
between healthy and dangerous forms of public protest. Argues
that the problem of disorder is not primarily a policing problem
but lies in social conditions and, possibly, inappropriate police
tactics. More powers for the police are not the answer, particularly
if their exercise lays the police open to charges of political or
racial bias.
