Developments in the government's attitude towards civil defence
in the light of widespread local government resistance to
the `Hard Rock' emergency planning training exercise are
discussed. New regulations upgrading local government statutory
duties have been produced but there seems little sign of
the government providing adequate finance to implement them.
Meanwhile, criticism of the government's emergency planning
policies continues to mount.
