Birch report into disbandment of West Mids Serious Crime Squad

A report by Roger Birch, Chief Constable of Sussex, into the
disbandment of the West Midlands Serious Crime Squad criticises
senior offices for showing `a lack of professional grip' in
failing to secure the squad's headquarters, from which vital
paper work went missing.
The report also includes criticism of the Police
Complaints Authority for releasing an `inaccurate and
misleading statement' concerning the closure of the HQ, and
suggests that Sir Geoffrey Dear brought pressure to bear on
former colleagues and the PCA to agree with his point of view
over the closure of the offices.
The PCA, in response to a criticism from the West Midlands
Police Authority that they had compromised their independence,
has issued a statement admitting errors took place.
The findings of the report are to be discussed with the
Home Secretary, the Inspector of Constabulary and the PCA.

Meanwhile, lawyers representing Gary Binham, a 29-year-old
man appealing against conviction have criticised the CPS for
refusing to disclose a report on malpractice allegations
against the West Midlands Serious Crime Squad which they say
will help his case. (Independent 6.2.91)
Further criticisms of the disbanded squad have come after
reports that 300 ex-members of the squad were planning a
reunion dinner in Birmingham. Despite attempts by senior
police officers to stop it, ex-members of the squad were
determined that the dinner will take place. (Times 13.2.91)
