Frontex - New Cooperation Plan signed with EASO

The Executive Directors of the European Asylum Support Office (EASO) and the European Border and Coast Guard Agency (Frontex) signed an agreement last week at the Informal Justice and Home Affairs Council meeting in Helsinki.

The Plan includes a commitment from both agencies to ensure consistency in the set-up and implementation of Migration Management Support Teams by setting up a working group to include Europol, as well as to provide capacity building to third countries and cooperate in the second phase of the Instrument of Pre-Accession II project ""Regional Support to Protection-Sensitive Migration Management in the Western Balkans and Turkey".
EASO and Frontex will also collaborate on certain joint procurements and supply requirements, and will cooperate on social media analysis and exchange data and analysis to deliver a "Common Situational Picture" and to "enhance a joint intelligence picture on secondary movements of irregular migrants and asylum seekers". This section of the Cooperation Plan focusses specifically on the presumed phenomenon of "asylum shopping".
Within the training units of each agency, Frontex will support EASO to develop the "European Sectoral Qualifications Framework" for asylum officials and reception officers.
The agreement follows an existing agreement for the period 2017-18, and presents asylum and return as "part of the same migration continuum", with EASO exploring the possibility of "mainstreaming of potential connections between core asylum processes and the return process".
