In evidence to the Woolf inquiry into disturbances at
Strangeways prison, the chairman of the Prison Officers
Association, Mr. John Bartell, has predicted that race riots
in prisons are inevitable. Noting that 16% of the prison
population is already black, he estimated that this would grow
to 30% and that resentment would be generated because of a
feeling that sentencing policy was discriminatory. `There have
already been small-scale clashes between black and white in
prison,' he said. `It will become a problem if action is not
taken to bring about consistency in sentencing.' (Guardian
