UNDERSTANDING CRIMINAL STATISTICS

Report on the problems of understanding criminal statistics as
they do not reveal the true extent of crime but portray the total
`serious' or `notifiable' offences known to the police. Concludes
that the official crime statistics represent a surface appearance
of reality, but they should not be confused with it. Unless the
official figures are supplemented with information from sources
such as the British Crime Survey , from self-report and the
victim studies, and while crucial factors such as the influence
of police discretion are ignored in their interpretation,
official statistics can only provide a partial and selective
account.
