UK: racist crimes consultation document

The government has published its proposals to pass heavier sentences for crimes that are "motivated by intentions amounting to racial hatred". The proposals are contained in a consultation document, "Racial Violence and Harassment" and will form part of the Crime and Disorder Bill. This will contain a provision that requires courts to treat evidence of racial "motivation" in any crime as an aggravating factor when sentencing. The Bill is also expected to contain seperate, idiosyncratic, powers that Home Secretary, Jack Straw, terms "restorative justice", that will bring teenage offenders face to face with their victims to apologise so that "they can come to terms with the consequences of their crimes."
