UK: Prison overcrowding: On 20 September 2002 the UK prison population stood at 71,894, an increase of 4,659 since September 2001, and 7,747 above the Certified Normal Accommodation figure. Statistics released by the Howard League for Penal Reform show that, as of August 2002, over 52,500 prisoners were being held in overcrowded conditions, with the worst overcrowding found at HMP Preston. Over 20% of prisoners were forced to double-up in their cells. On 29 August 2002 the Prisons Minister Hilary Benn tried to claim that: "Regimes are still being delivered, and prisoners are still receiving education, purposeful activity and getting exercise and time out of cells."
