Concerned only with political threats, defined as those
organised to induce political change or to coerce a government
or other authority to do something against its will. Threats
examined include those arising from industrial disputes,
political demonstrations, and terrorism. The resultant level
of violence is found to be low, a major factor being the
retention of an unarmed police force.
