Outlines a number of principles which should, ideally, apply in
this situation including maximum times for holding charges, the
application of habeas corpus to all cases: the
frequent informing of detainees' rights; strict rules on body
searches: the right of a suspect to contact a solicitor or
friend: and greater use of tape-recording in the taking of
statements.
