This book is the definitive guide to `shoot-to-kill' operations in Ireland. It
divides this practice into four phases and provides detailed accounts of events
during each phase, constructed from eyewitness accounts and other sources. In
December 1990, the DPP decided not to prosecute the undercover soldiers from
14th Intelligence Unit who shot dead three of four bookie robbers on the Falls
