Considers two issues raised by B Loveday in Local Government
Studies, Jan/Feb 1983, pp39-52: the balance between accountability
and control, and the effect of police practice of changes in the
relationship between Chief Constables and Police Committees.
Concludes that the extension of Committee powers to cover
operational decisions and policies would compromise the position of
the police as part of the non sectional judicial arm of the state.
Favours instead an independent Standing Judicial Commission
