Discussion, based on a television documentary, of the financial
and administrative implications for the Metropolitan Police of
large public order enforcement exercises. The devolution of power
under Sir Kenneth Newman has created a series of de facto local
police forces in London resulting in problems of coordination in
the event of serious public disorder. Local police budgets are
also under strain because of the large amounts of overtime being
worked by officers called to assist in other areas. There is
increasing support within the force for a specially trained riot
police to relieve ordinary officers of the strain of riot
policing which may prejudice their relationships with their own
local communities.
