Distinguishes three different uses of the polygraph:
investigation of specific incidents and crimes; assessment
of the general honesty and reliability of individuals; and
in the field of national security. Suggests that it may
play a useful part in specific investigations, but expresses
concern at its use in the general employment field,
considering it undesirable and unreliable. Recommends that
the Government keep this use under review, introducing a
licensing system if necessary. Recommends that it be
evaluated for use in national security matters.
