Report of an independent inquiry set up by Birmingham City
Council into the Handsworth disturbances in September 1985. The
report outlines the Council resolution, and the nature and
preliminaries of the inquiry. The background of the area is
examined including the population and communities, housing,
education, recreation, unemployment, policing and crime levels.
A narrative is given of the preliminaries prior to the
`incident', claimed to be the `trigger' and to the actual riots.
Looks at whether it was a conspiracy or a spontaneous riot and
whether there was a delay in the police advance towards the
Lozells shopping centre. A section of the report deals with
policing matters including the use of plastic bullets, police
harassment, community policing and the use of cannabis/ganja in
the area. The final section deals with recommendations and
suggestions.
