Outlines the principles of diplomatic law and the operation
of the Vienna Convention . Looks at abuse of the diplomatic
bag, personal criminal offences and the immunity of
diplomats, protection of embassy premises, possible amendment
of the Convention, and powers available to the receiving
state to protect against abuse. Then examines events
relating to the Libyan Peoples Bureau, and the abduction
of Mr Umaru Dikko. Finally reviews Government policy in
the light of these developments.
