Spain: Debut for the jury system

A wave of criticism of the concept of trial by jury has followed the acquittal on the grounds of temporary insanity of a Basque, Mikel Otegi, on charges arising from the deaths in December 1995 of two members of the Basque regional police force, the Ertzaintza. This was the first homicide case to come before a jury in the Basque Country. Police trade unions were outraged, and some 1,000 Basque police officers held a protest rally. The controversy attracted considerable public interest and the government took advantage of it to put forward proposals to reform the present Law on Trial by Jury, which the ruling Popular Party had opposed while in opposition.
