The Romanian General Directorate for Passports is to limit applications for emigrating from the country. Applicants will have to provide documentary evidence that they have been granted a residence permit for the country they intend to go to. Over the period 1990-1994 a total of 263,000 applications were made to leave the country of which 209,367 were granted. Those leaving included ethnic Germans, Romanians and ethnic Hungarians.
