Argues that a sense of grievance or injustice is the most
potent cause of civil disorder, and looks at the approach of
of British society to dealing with riots. The joint use of police
and troops in the last century gave way after 1945 to police
action alone, and the riots of recent years have not changed
the general opinion that such a policy is right.
