The Crown Prosecution Service divisions were set up in 1986 under
the Prosecution of Offences Act 1985 to take over from the police
the prosecution of most criminal offences in England and Wales.
Looks at whether the setting up has been adequately planned, how
effectively the Service are monitoring their performance and
whether adequate steps have been taken to deal with staff
shortages. Concludes that despite manpower difficulties, the
Service have in principle set up a reasonably sound basis for
monitoring and improving their performance and for contributing
to the achievement of better value for money from the criminal
justice system as a whole.
