Investigates the arrangements for dealing with child abuse in
Cleveland since 1 January 1987, including in particular cases of
child sexual abuse. The report follows several cases of alleged
child sexual abuse in which a number of children were taken into
care by Cleveland County Council Social Services Department
following the diagnosis of paediatricians Drs Marietta Higgs and
Geoffrey Wyatt. Looks at the action taken and involvement of the
parents, the social services department, Cleveland Area Review
Committee, Cleveland Joint Child Abuse Committee, the NSPCC, the
police, the health authorities and the doctors concerned.
Considers the reaction to the crisis by parents, MPs and the
media, the legal processes, medical examinations and assessment
processes, and the approach adopted by social workers and other
professionals in determining sexual abuse. Includes comparison
with the management of child sexual abuse in other areas of
Britain and discussion of the action taken by the courts. Makes
recommendations for the recognition of sexual abuse and the
action taken by professionals.
