Examines the concept of racial antagonism in the UK and the way
in which minority groups have organised to defend their interests
in a `hostile' society. Highlights conflicts involving local and
national governments, and the police, with particular emphasis
on the implications of the urban riots of 1981 and 1985, and the
subsequent response by community leaders to the worsening
relations between black and Asian youth and the police. Considers
whether ethnic minority groups would achieve more by
concentrating efforts on establishing more community based
organisations instead of using the main political parties.
