The study concentrates on the racial harassment of black people
by whites in Leeds. It is based on interviews with 85 victims of
305 racist incidents which occurred over an 18 month period and
range from broken windows and verbal abuse to attempted arson and
physical assault. In the majority of cases the perpetrators were
known to the victims and most were young men or schoolchildren.
The study also includes comments from the local education,
housing and social services departments, the police, churches,
and Leeds United Football Club. The results suggest that racial
harassment is a major and widespread problem, and there is some
evidence of National Front activity. Includes as appendices some
existing racial harassment policy documents.
