The Government is introducing legislation defining new
public order offences - riot, violent disorder, affray, fear or
provocation of violence and disorderly conduct. The Bill also
reforms the law covering processions and assemblies, extends the
law on incitement to racial hatred and provides powers for courts
to issue exclusion orders to prohibit persons convicted of
certain offences from attending any prescribed football matches.
This review examines the background, in terms of press comment and
previous legislation and reports, and outlines the effects of the
new law.
