Describes the Act, like its predecessors, as a response to recent
events such as inner city riots, football hooliganism and violent
mass pickets: it addresses the problems in terms of police
logistics rather than ways in which the freedom of peaceful
protest can be protected. Looks at the provisions relating to
demonstrations, and at the new public order offences including
riot, violent disorder, affray, threatening or abusive conduct,
and criminal trespass. Concludes that the Act has greatly
increased the discretionary powers of the police, and that these
have a significant impact on the freedom of assembly. 103 notes
