Detailed examination of the impact of the 1983 guidelines
in three police forces serving a metropolitan area, a
rural area, and a mixed urban/rural area in the light of
recent proposals for an independent prosecution service.
Concludes that they have done little to eliminate
inconsistency and shady practice and that the proposals of
the Royal Commission on Criminal Procedure are unlikely
