Argues that there are major differences between the theory
and practice of community policing and issues the techniques
of implementation analysis to assess the original ideas of
John Alderson and examine the practical difficulties of
transforming them into fact. Specific problems include the
unpopularity of beat policing among the lower ranks, and
the barriers to effective inter agency cooperation. 48
