These issues contains brief reports on a new government "three strikes" policy; the crisis-hit Medway Secure Training Centre for 12-14 year old persistent offenders; the arrival of GSSC Europe Ltd and electronic tagging and suicides at Parc and Doncaster prisons (No. 25). Issue no 26 looks at profits for some of the companies operating in the UK, assaults at Medway Secure Training Centre and Wackenhut's venture into tagging.
