REFORM OF POLICE ACCOUNTABILITY

This article discusses the various meanings of police
accountability and the present debate in British politics.The
meanings of police reform are outlined and analysed, but it
would be difficult to reform the police for political and
organisational reasons to improve public accountability. The
concept of police accountability through co-operation, namely
police-community consultation, is discussed and preferred
as potentially more effective than police reform. The
effectiveness of consultational arrangements depends upon
their social composition and the attitudes of participants.
