Argues that Britain's problems with multi-ethnic communities
are similar to those in the USA and elsewhere in Europe.
They all involve the delicate balance between law enforcement
and the preservation of public tranquillity. Looks at the
particular difficulties of policing `symbolic' locations where
black youths may gathered for criminal activity and resist any
attempt to arrest an individual. Also comments on police
training in racial matters.
