Examines the changes in police powers contained in the revised
Police and Criminal Evidence Bill, and compares them with
the rights afforded to citizens. Argues that the requirement
to record the reasons for the use of coercive police powers
is an insufficient safeguard because it relies on the
quality of supervision by senior officers and the courts.
