Police investigations await results

A series of reports are presently being considered by the
Director of Public Prosecutions which could result in 10 former
Notting Hill police officers facing criminal or disciplinary
charges.
The reports came after an investigation by Chief
Superintendent Kenneth Dicox of Thames Valley police into
suggestions that a shift of uniformed constables in Notting Hill,
west London, which became known as the `black watch' regularly
planted drugs on mostly young black people during 1984 and 1985.
One thing investigated by the inquiry was the claim that police
planted small amounts of cannabis by claiming that defendants had
thrown them aside, wrapped in betting slips. (Independent

Meanwhile, a judicial ruling is being sought to resolve the
case of seven City Road police officers who were suspended on
full pay in November 1987 after a fight at the Limes Pub, Hackney
in which a man was injured. Lawyers for the Police Federation
have argued that an attempt to discipline the officers by
Scotland Yard complaints branch should be scrapped on the grounds
that the defence has been jeopardised by all the delays.
