The former Chief Constable of Devon and Cornwall discusses how
far economic decline leads to an inevitable increase in
lawlessness and public disorder, and looks at the likely response
of the police to the advent of an authoritarian government of
whatever political persuasion. Examines the problems surrounding
the issue of police accountability and calls for a Bill of Rights
