Discusses some different derivations of accountability of the
police as a service, and raises issues concerning both the
philosophy and practicalities of its operation. Examines the
`triangular relationship' between the Home Office, the police
Authorities, and the chief constables. Points out that the police
must also be viewed as ordinary people. 5 references.
