The project is designed to investigate the prescriptive
mechanisms for implementing public policy decisions in those
authorities and agencies designed to deal with disorders. in
planning for disorder, emergency planning authorities have sought
guidance and advice in every field of local authority
and community activity where disasters or emergencies may occur.
This takes place within a societal framework which encourages the
search for the limits of technological innovation as they may be
applied to economic and social demands, increasing the risk of
hazards and dangerous processes and activities.
