Reports that the Cabinet is considering a new "Riot Act" to
help police deal with mob violence. The Home Secretary has said
that legislation to increase the responsibility of parents for
crimes committed by their children is being planned. Parents
would have to pay fines when the offender was under 17 years
old. Also reports on comment in the Commons yesterday by the
Prime Minister and others. Text of the Home Office statement
on the Toxteth and Southall disturbances and short ensuing
debates in the Lords and the Commons.
