POLICY

The O.M.S. is a society of citizens formed with the
following aims :-

During recent years attempts have been made by revolutionary
or extremist bodies to stop services and industries essential to
the life or health of the country, so that by privation they may
impose upon the whole people industrial claims or political
changes against the will and interests of the majority. The
object of the O.M.S. is to help in maintaining such services and
to prevent such a violation of the rights of a free people.

The O.M.S. is not provocative, nor is it opposed to the
legitimate efforts of trade Unions to obtain better conditions
for their members; but when privation, intimidation or violence
are employed against the public who have no part in an industrial
dispute, it will be the duty of this society of citizens to serve
the interests of the general community and to place its entire
resources at the disposal of the constitutional authorities.

In Norway, Sweden, Denmark and Belgium societies have been
formed on similar lines and have already done good work.

The public is again threatened, and on a scale unequalled in
the past. The need of organisation is urgent, as a measure of
precaution.


Organisation.

The O.M.S. is being organised on a decentralised basis under
a Committee in each Municipal Borough in London and on a similar
basis in Cities, Boroughs and country districts.

Each Committee will compile a register of all citizens
willing to give their services in various capacities (see para-
graph 4 next page) to supply the personnel for the maintenance of
the necessary services and the protection of those willing to
work in the event of general disorganisation of vital services.

The personnel of the O.M.S; will be placed at the disposal
of the Constitutional Government for maintaining such services.

Instructions for a system of assigning O.M.S. workers as
most needed will be issued later.

Where emergency workers are already organised for special
requirements in any locality, the O.M.S. will afford
supplementary assistance as required.

The O.M.S. does not attempt to set up independent machinery
to manage public services. It registers and classifies volunteers
willing to assist qualified and expert managers of efficient
undertakings to maintain an emergency service.

Every opportunity should be taken to cooperate with other
organised patriotic bodies.

Instructions for O.M.S Committees.

1. Each O.M.S. Committee will consist of a Chairman, and
other members, with ability and enthusiasm to register and
organise the loyal man-power of the district. This manpower will
be used to handle the supplies and operate the services necessary
for the life of the community.
