Britain's record on human rights was under scrutiny by the United Nations Human Rights Committee at the beginning of April. In particular, the British government's representative, Mr. Halliday, faced forceful questioning on "shoot-to-kill" practices (Just News May 1991). The same practices are at the centre of Amnesty International's new report United Kingdom Human Rights Concerns, released in the United States on 11 June.
