People who harbour illegal immigrants by giving them somewhere
to live or by employing them will be targeted for arrest and
increased penalties, according to the Home Office. `Harbouring'
illegal immigrants has been a crime since 1971, but the offence
has very rarely been used. Church and sanctuary groups are very
concerned that humanitarian action to prevent unjust deportation
will become more difficult if the law is strictly applied.
