Sir Kenneth Newman who officially took over as Commissioner of the Metropolitan
Police on Saturday, is bringing with him ideas which include a greater role for
the constable, local self-help groups to defeat burglary' the grading of 999
calls and the avoidance of "abrasive" police operations on the streets. (T 2/10
