New measures to fight racism

The Community Involvement Branch of the Metropolitan police are
advocating that civil disputes with a racial element be entered onto a
crime report and thereby treated as a criminal offence. Also planned is
a new computerised data bank on racial attacks to be made operational in
January which would collate information on racist attacks to provide a
more comprehensive picture of racial harassment in London. Other
initiatives that have been tried out include: mobile police stations
near estates (most recently deployed in West Ham); and officers at
Kentish Town have been taught `ethnic minority languages'. Leicester
police are operating a scheme whereby a housing officer and a
plainclothes officer together visited a house or estate where there has
been trouble. The initiatives have been welcomed by the Commission for
