Recommends the creation of a Multinational Alliance for Criminal
Emergencies to respond to the growing threat of international
terrorism by giving a firm commitment to the principles of
international peace and order, providing a framework for crisis
management, and ensuring the continual availability of trained
personnel to deal with specific incidents. As an international
force MACE would relieve national governments of the political
difficulties of taking unilateral action and would also reduce
the need for the militarisation of police forces.
