Examines the way in which racial harassment has been tackled and
tries to measure the relative successes of housing organisations
in tackling the issues, in addition to making recommendations on
good practice and policy development, to local authority
departments, the voluntary housing sector including housing
associations. Defines racial harassment, and provides an
historical context of racial violence, with figures from reported
incidences, and case study examples from different local
authorities. Looks at policies and procedures, including the
implementation of policies, record keeping and monitoring. Also
considers the options of transfers and systems of victim support
and looks at the possibilities of greater physical security in
estates and homes, and analyses the action taken against the
perpetrators, including criminal sanctions, private prosecutions
and the powers of housing departments. Describes the liaison with
other agencies, the voluntary and private sectors, and provides
a summary of recommendations. Refs.
