Critique of those who argue that the new offence of
disorderly conduct threatens civil liberties and is an
over reaction to relatively minor offences. Vandalism and
misbehaviour are exactly the offences which cause so much misery
and fear to inner city residents, particularly ethnic minorities
who suffer considerable abuse and harassment not strictly outside
the law. Concludes that a clearer definition of police powers in
this area could benefit rather than harm civil rights. 8
